It's an auction for a Horwitron Variometer, a clone of the Abrams Short Wave Oscilloclast. It looks to be the same basic system as the SWO, including the mechanical make-and-break switching system of the best Oscilloclasts.
It looks like the machine has a few extra controls not seen on the SWO, like a motor speed control and a power balance control between the two output channels.
There's no manual, and no cable leads or contact plates. But I have a digital copy of the SWO manual, which is similar, and the panel jacks look like banana connectors so it would be easy to make new ones.

US $350 is a bit pricey, but it's a lovely art-deco style piece in good shape (much better shape than the SWO I bought on eBay, which needed extensive rebuilding.)
I've found the SWO to be very good at encouraging healing of the body in cases of muscular sprains, cramps, and for stimulating the recovery from colds and flu. (it's not a medical "cure", but it sure seems to help!)
