Is this actually radionics?

They copy a kind of "information" on a CD and place some water on it ... is this radionics?

Not really radionics per definition of it. I don't know how the water would access the information on the CD, it's digital bits anyway. I'd be more inclined to entertain the possibility of information stored on magnetic cassettes rather than a CD storage medium imprinting information. If anything it's basic intent in the presence of the water rather than the CD itself.

Seems to be intune with "Energy Circles" developed at Blueiris. Computer part is not involved at "user level". Drinking with glass of water is definitely the way to amplify while using EC.
